TÜV NORD has been recognised by the Federal Railway Authority as an organisation which is independent of specific projects and is free in its ability to make decisions. This means that it can act as an Interim DeBo (Designated Body) in the now simplified process for authorisation of rolling stock based on testing and inspection according to the Notified National Technical Rules (NNTR).
As an Interim DeBo, TÜV NORD inspects subsystems and rolling stock for approval in Germany. The inspection activities are based on the stipulations of the current Memorandum of Understanding, MoU, which adapts the rolling stock authorisation process in Germany to the European authorisation process. The inspections and tests that are performed by an Interim DeBo follow the test procedures defined in EU Directive 2008/57/EC. They comprise issue of a Certificate of Conformity and an NNTR Dossier, in which the results of the individual assessments are described. The function of Coherence Manager which is specified by the MoU can be undertaken by TÜV NORD using its own independent experts, recognised by the Federal Railway Authority.
Also based on the Notified Body (NoBo) which is established within TÜV NORD, the TÜV NORD GROUP offers all testing, inspection and certification services for the rail sector.
